Kandi Burruss and Kevin "She'kspere" Briggs came up with the idea for "Bills, Bills, Bills" while they were in a store, when Briggs began beat-boxing the beat in his head. Burruss drew the verses from her own dating experiences, and the members of Destiny's Child expanded on her concept to finish the lyrics. The song appeared on the group's second album, The Writing's on the Wall, released in 1999, and it was one of five tracks they made with Burruss and Briggs for that record. Produced by Briggs, it was a sassy, playful, jittery R&B track with slinky instrumentation led by harpsichord-synthesizers and a quirky melody.
Columbia Records released it as the album's lead single on May 31, 1999. It debuted at number 84 on the Billboard Hot 100 and reached number one five weeks later, displacing Jennifer Lopez's "If You Had My Love" from the top spot and becoming the group's first chart-topper there. It also spent nine consecutive weeks at number one on the Hot R&B Singles & Tracks chart and finished as the ninth-best-selling single of 1999 in the United States. In the United Kingdom it peaked at number six.
LeToya Luckett described the story the group was singing: a man treats a woman well at first, then starts maxing out her credit cards and buying her gifts with her own money, and the group asks him to pay back what he has run up. In 2021, the song became the most popular "comeback" track on TikTok in both the United States and the United Kingdom.
